Yes. You can submit your premaster application before you have provided your proof of English proficiency or GMAT results. You have until 31 January to submit these, even if the premaster reaches its maximum capacity before this date.
After 31 January, you can still submit your results if the premaster is open for applications. In that case, they must be submitted before the premaster reaches its maximum capacity or by the final application deadline, whichever comes first.
If the premaster closes before you have submitted sufficient proof of English proficiency or GMAT results, your application will be rejected.
